(2) Potential data sources through which you can evaluate actual implementation and emerging issues.
(3) An annotated list of references. At least three of the sources must come from either academic peer-reviewed journals or presses, or ‘grey literature’ sources (e.g., international, governmental or NGO sources). Grey literature sources must be annotated with an identification of the source and an evaluation of its credibility.
